Third world countries are aspiring to be stable democratically, however in daily news broadcasts these countries governments are portrayed symbolic of a Leviathan. This is due to disregard of democratic principles by the states. For Lesotho, Vision 2020 postulates an ideal state of high potential, hence the need to see if the country is on track towards achieving Stable Democracy. The research employed qualitative studies to collect data from officers occupying political offices and statutory posts. Members of Parliament (legislature) as primary respondents; were engaged as an integral part of the study together with the opposition political parties representatives and the civil society. Thus far Lesotho has travelled a long route to Democracy but the pace towards the progress is not satisfactory. Political parties have shown there are setbacks on institutional performance of organs of government intrinsic for attainment of stable democracy. In Lesotho today, statutory bodies should be granted constitutional emancipation from government control and influence to curtail negativity held by contesters for state apparatus.
