Despite Israel's partial redeployment in the OPT after the signing of the Oslo Accords between Israel and the PLO in 1993, Israel still has the upper hand in all aspects in the lives of the Palestinian people in the OPT. Little has been written about Israel's obligations in the OPT after the signing of the Oslo Accords, which created a new situation, including the establishment of the PA, which also bears certain responsibilities in the Territory. The fact that Israel is still deemed an occupying power in the OPT indicates that Israel has a legal obligation under IL and is responsible for the implementation of IHL and IHRL in the OPT.
