This book, this rather small book, is a deliberate, detailed and highly documented accusation directed at Congress and at the Oilmen. At a wider level, it is directed against the capitalistic system as developed by the politicians and the large financial groups who now dominate the whole world.

Simply by copying and pasting public laws and official documents, this book shows how, in order to facilitate the underhand workings of the Oilmen, the U.S. Congress passed a law, the Oil Pollution Act of 1990 (OPA'90), which contained a rule, a dozen tiny lines, carefully designed to allow oil companies to continue to do just what the OPA'90 falsely guaranteed the oil companies would no longer do. I.e. legally pollute the sea without constraints or obligations.

This book shows that the world of today is governed by a gang of well-paid lackeys who pander to the private interests of the industrial and financial Lobbies who nowadays hold the real reins of power.
