The Serbian civil administration was formally known as the Government of National Salvation (Serbian: , Vlada Nacionalnog Spasa) and claimed it was an independent state, though its affairs were dictated by German authorities. The entity included most of present-day Central Serbia, the northern part of Kosovo (around Kosovska Mitrovica), and the Banat region. The government was officially led by Milan Nedic from 1941 to 1944. During this period, he collaborated with Dimitrije Ljotic with his ZBOR party and Kosta Pecanac with his Chetnik support.
