A constitutional crisis is occurring in Niger in 2009 due to a political conflict between the President of Niger and the judicial and legislative bodies of that West African nation regarding the President's attempt to extend his mandate beyond the constitutional maximum. It was announced that a Constitutional referendum would be held on 4 August 2009 after President Mamadou Tandja dissolved the National Assembly of Niger on 26 May 2009 due to strong opposition from the National Assembly, civil society groups, and the courts regarding his referendum proposal. The referendum was to have been held before a parliamentary election, which was mandated to take place by 26 August 2009. A 12 June ruling of the Constitutional Court of Niger on a case brought by opposition deputies from the National Assembly found the proposed referendum unconstitutional, and on 21 June, the President announced he would not seek the 20 August vote. He left open the possibility he would propose future constitutional changes before the end of his mandate. Five days later the President dissolved the courts and announced he was assuming emergency powers.
