One of the many discussions in terms of the role of the state in formulating public policies revolves around the perspective of urban development and its articulation with social housing planning. The aim of this study is to compare the housing programs in force in the city of Franca/SP/Brazil and the city of Praia/Santiago/Cape Verde, focusing on convergences and discrepancies. Brazil's Minha Casa Minha Vida -MCMV housing plan has become an international example, while Cape Verde's Casa Para Todos - CPT program was formulated based on technical guidance from international cooperation with Brazil.
