This is the first book-length study of how China approaches sanctions in both multilateral and unilateral settings, and it carries important theoretical and policy implications. First, I show that when states are tempted to undertake actions that could incur China's wrath, they should expect some sector-specific sanctions (e.g., tourism) as well as a temporary decline in further economic cooperation with China. However, significant economic sanctions in the form of restrictions to existing trade and investments are unlikely. Second, it illuminates how even small states that are economically reliant on China are not passive actors, and can play important roles in influencing China's sanctions behaviour. In specifying various rhetorical tools, ranging from shaming to flattery, this book also shows how states can rhetorically coerce or induce China to change its behaviour in a more favourable direction. This book also contributes to existing scholarly efforts to examine the effects of rhetoric on foreign policy behaviour. Specifically, it specifies the mechanism (international audience costs) and conditions that link rhetoric with behaviour, and further introduces the rhetorical tool of flattery into the international relations literature. In suggesting that status-conscious countries are likely to be more susceptible to the international audience costs mechanism, this book also draws an explicit connection between the existing but distinct literatures on status, international audience costs, and rhetoric. With respect to the study of sanctions, this book contributes in at least two respects: by going beyond a mere examination of the implementation and/or efficacy of sanctions; and by exploring how sanctions are used as a policy tool in a non-Western context. In showing how and why China has remained reluctant to embrace the use of sanctions for political objectives, this book also represents an initial attempt to understand how a model of sanctions with 'Chinese characteristics' could challenge our traditional understandings of sanctions as a foreign policy tool.
