She was the second Navy ship named for Rear Admiral Louis M. Goldsborough (1805-1877). Goldsborough was launched 20 November 1918 by the Newport News Shipbuilding & Dry Dock Company, Newport News, Virginia; sponsored by Miss Lucetta Pennington Goldsborough, daughter of R.Adm. Goldsborough; commissioned at Norfolk, Virginia 26 January 1920, Commander Francis M. Robinson in command.
