Democratic transitions are pointing toward the emergence of new institutional arrangements. Democratization and market-oriented economic restructuring pose major questions concerning new social configurations combining rising levels of poverty, low intensity citizenship, environmental degradation, and enduring legacies of elite privilege and authoritarianism.
