Climate change, drought, increased demand for water resources, pollution, poverty and increasing population growth have all resulted in water scarcity. Developing countries, rural communities and especially rural women are hardest hit by this phenomenon. This calls for policies that support the involvement of women and of those affected by water scarcity - as each group of people and each local area has different needs, interests and existing indigenous knowledge (strategies). Strategies used by women in Ndonga have confirmed that rural women are not simply the victims of water scarcity but are, in fact, also able to minimise the impact of this phenomenon. Authorities should therefore create awareness of the looming water scarcity, strengthen women's participation in decision making, monitor and minimise human-induced water-scarcity problems, support women's income-generating projects, capacitate women with technical skills, document and use women's needs, experiences and knowledge. This work will be particularly useful to government authorities, local communities and people and institutions interested in water-scarcity issues.
