This category constitutes a permanent danger that sows desolation and terror in our streets and especially in the cities or urban centres. Women and young girls in particular are the target of these delinquents; phones, money and other valuable goods are snatched up without any intervention from the police. They create a climate of fear for all passers-by and at all levels.
