Command and control of C-17's has evolved. This has occurred as the aircraft has increased in operational numbers and proven itself in both intratheater and intertheater. The Special Operations Airlift fleet is in the process of refitting and increasing its numbers over the next four years. During this time frame, SOCOM should be able to leverage the C-17 to augment TRANSCOM C-17's when the mission requires that support. The best way to accomplish this is through a Command arrangements Agreement (CAA) that defines a TACON relationship.
