Business intelligence is a new concept in Madagascar, and is still little-known in all areas of activity. Yet, in the face of today's rapidly advancing technology, mastery of information is an absolute prerequisite for stimulating innovation and boosting performance, in the realization of projects or programs. This research work provides a framework for analysis and reflection on the application of business intelligence in the public sector in Madagascar. Indeed, this study proposes the implementation of business intelligence tools, namely strategic intelligence and lobbying, at the heart of the organization of the Ministry of Land Planning and Services. Our work also focuses on understanding the systemic approach between the concept of business intelligence and the bureaucratic structure of the public sector.
