The post-transformation Joint Force Commander (JFC) will expect more from the US Transportation Command (USTRANSCOM) than efficient airlift. The JFC will attempt to attack the enemy in a rapid, discontinous and simultaneous manner using infiltration into multiple points of entry. To achieve this, he will avoid the use of large, predictable ports for force buildup and eventual deployment in the traditional manner. This is the vision set forth in the 2006 QDR and echoed in the US Army transformation documents. The implied task for the joint mobility system is to be prepared to utilize austere points of entry (APE) such as seized enemy airdromes, dirt and highway landing zones. For a mobility system built around established ports and a culture of risk aversion, this requirement presents a great challenge. Many changes are ahead for the joint mobility system which seeks to provide "factory to foxhole" mobility for its joint customers.
