It has been found that the relationship is weak as determined by the above parameters and among these, communication has been found to be a major bottleneck that has also affected the other two parameters of supervision and monitoring, and resource allocation. The latter two were not mainly implemented because of lack or inadequate communication and lack of knowledge on obligations of each one of the entities which has led to inadequate health services.
