For the first two and a half months of the fiscal year covered by this report the work Of the Bureau was under the direction of Dr. D. E. Salmon as chief, and for the remainder of the period it has been in charge of the writer. Doctor Salmon, after continuous service in the position Of chief for more than twenty-one years, beginning with the organization of the Bureau in 1884, resigned that position early in September, 1905, and his resignation was accepted by you, to take effect November 1. The writer, who was assistant chief at the time of Doctor Salmon's resignation, was in charge Of the Bureau work as acting chief from the middle Of Sep tember (when Doctor Salmon relinquished the active management in order to complete some special work before his retirement), and was appointed chief on December 1.
