This research was undertaken to ascertain if there was effective teaching /learning in secondary schools after the introduction of Universal Secondary Education in 2007. The investigation aimed at finding out how teacher-student ratio affects classroom learning and how far the teachers in Universal Secondary Schools employed instructional materails.Thus, it investigated the extent to which teachers used teaching materials,instructional time, effective methods, assessment, feedback, interaction and their class load to effect teaching and learning. Through an effective research methodology use, this research discovered various shortcomings that are common else where in the world where Universal Secondary Education has been implemented. Then, the book puts forward possible teacher-student ratios,suggests solutions and recommendations for possible implemtation.
