This study entitled "Glocality and power dynamics in times of pandemic (2019-2022). The challenges of municipal governance in Ecuador", is framed in the analysis that humanity has been making when evaluating the ravages of the pandemic and the ways to face the problems within the current democratic thinking and the modern conception of the nation-state. The issue of global security requires new challenges, the stability of the planet, population growth, global warming, loss of biodiversity, food shortages, high rates of inequality, extreme poverty and environmental pollution, are an example of this. The emergence of SARS-CoV-2 highlighted the fragility of health systems, the spread and severity of the virus, and marked a before and after that tests the management of public health crises in times of globalization, so it is possible to affirm that the pandemic embodies a glocal threat and requires public policies to be implemented.
