When I assumed the duties of this office the whole system of the salary and emoluments oi' the Secretary of State, which had been in operation under the old constitution, were radically changed. Instead of being paid a salary, and in addition thereto receiving all the fees of the office as his personal emoluments, this, like all the other state omet s under the new constitution, was made exclusively a salaried o¿ice, and by law the Secretary of State now pays all fees received by him into the State treasury.
