The goal of this committee was to study and analyze the proportion of tactical air units to ground units (Training Circular no. 30, June 19, 1945, and Field Manual 100-20, July 21, 1943), and to evolve a measurement for future planning whereby staff planners may draw up a troop basis of Air Force units for a task force, and a doctrine for the relationship of air and ground units using weapons of the immediate future.
