This book recounts how this trend has developed in the Security Council, reluctantly at first but since 1989 with some enthusiasm and responsibility. Some Third-World countries are uneasy at this development, fearing that the Security Council, dominated by a single superpower, will interfere in the internal affairs of states without the agreement of the government concerned.
