The growing magnitude of the operations sigmi fies that more and more the energies of the coun tries involved have been given over to the con¿ict, while the resources of neutral countries have been drawn upon in increasing degree. On both sides the effort is being made to perfect the military organization, and the economic organization behind it, so that the last ounce of available national strength may be made effective against the enemy.
The number of men under arms and equipped for active military operations probably has not yet reached the maximum, and will not before next spring, when the supreme trial of strength is likely to come.
